At Luz Builders, we have been building custom homes across Los Angeles and the San Fernando Valley for over 11 years. We manage the entire process from permits and site work through framing, mechanical systems, and final finishes. You get one team handling everything so nothing falls through the cracks.

What We Handle in New Construction

Building a home involves dozens of trades and hundreds of decisions. Here is what our team covers.

Custom Home Building

We build single-family homes tailored to your lifestyle and preferences. From floor plan layout to material selection, you make the decisions and we bring them to life. Whether you want a modern open-concept or a traditional layout, we build it right.

Site Preparation

Before anything goes up, the site needs to be ready. We handle lot clearing, grading, soil testing, and utility connections. For hillside lots in LA, we manage retaining walls and proper drainage so your home sits on solid ground.

Foundation Work

A solid foundation is everything. We pour slab-on-grade, raised foundations, and post-tension slabs depending on your soil conditions and engineering requirements. Every foundation is inspected and built to current seismic code for Los Angeles.

Framing & Structure

This is where your home takes shape. We frame walls, floors, and roof systems using engineered lumber and steel as needed. Our framing crew works clean and accurate so every wall is plumb and every header is properly sized.

Electrical & Plumbing

All rough and finish electrical and plumbing are handled by licensed professionals. We install panels, circuits, outlets, lighting, water lines, drain systems, and gas piping. Everything passes city inspection before we close up walls.

Interior Finishing

Drywall, paint, trim, cabinetry, countertops, flooring, tile, fixtures, and hardware. This is the phase where your house starts feeling like a home. We take our time with the details because that is what you will see and touch every day.

Exterior & Landscaping

Stucco, siding, stone veneer, roofing, windows, doors, driveways, walkways, and basic landscaping. We build the full exterior envelope so your home looks finished and is protected from the elements from day one.

Permits & Inspections

New construction in LA requires multiple permits and dozens of inspections. We submit plans, coordinate with the city, schedule every inspection, and make sure your project stays in compliance from start to certificate of occupancy.

New Construction Projects We Have Built

Real projects, real results. Here are some of the homes we have built for clients across Los Angeles.

Why Homeowners Choose Luz Builders for New Construction

One Team, Start to Finish

We do not hand your project off to random subcontractors. Our own licensed crew handles the major trades, and we personally manage every sub we bring in. You deal with one company and one project manager from foundation to move-in day.

Transparent Pricing

You get a detailed cost breakdown before we start. We itemize everything from lumber and concrete to fixtures and finishes. No hidden costs, no surprise change orders. The budget we agree on is the budget we build to.

Full Permit Management

New construction in Los Angeles requires building permits, plan checks, grading permits, and multiple inspections. We handle the entire process with the city so you do not have to chase paperwork or wait in lines at LADBS.

On-Time Delivery

We build a realistic schedule before we start and we stick to it. Our project manager tracks every milestone and coordinates trades so there is no downtime between phases. You know exactly when your home will be ready.

Quality Materials

We use grade-A lumber, engineered structural components, and premium finishes. We do not cut corners on materials because what goes inside the walls matters just as much as what you see on the surface. Your home is built to last.

Licensed, Bonded & Insured

California contractor license #1151171. General liability and workers compensation on every job. Your investment and your property are fully protected throughout the entire build.

What Our Clients Say

Our New Construction Process

Building a home is a big undertaking. Here is how we break it down into manageable phases.

1

Consultation & Site Evaluation

We meet with you to discuss your vision, review your lot or help you evaluate one, and talk through budget and timeline. We assess soil conditions, zoning, setbacks, and utility access. You walk away with a clear picture of what is possible and what it will cost.

2

Design, Engineering & Permits

We work with architects and structural engineers to finalize your plans. Once drawings are complete, we submit to the city for plan check and pull all required permits. We handle every interaction with LADBS and other agencies so you do not have to.

3

Site Work & Foundation

We clear and grade the lot, install utilities, and pour the foundation. For hillside lots, we build retaining walls and handle drainage. Every step is inspected and approved before we move on. This is the base your home will sit on for decades.

4

Framing, Mechanical & Finishes

Framing goes up, followed by roofing, windows, and doors. Then we rough in electrical, plumbing, and HVAC. After inspections pass, we insulate, hang drywall, and move into finishes: tile, cabinets, countertops, flooring, paint, and fixtures.

5

Final Inspections & Move-In

We schedule all final inspections with the city and obtain your certificate of occupancy. Then we do a thorough walkthrough with you to check every detail. We address any punch list items, deep clean the home, and hand you the keys.

New Construction FAQ

How much does new construction cost per square foot in Los Angeles?

New construction in Los Angeles typically costs between $250 and $500 per square foot depending on the level of finishes, lot conditions, and design complexity. A straightforward single-story home with standard finishes runs closer to $250 to $350 per square foot. A custom home with high-end materials, complex architecture, and premium fixtures can go from $400 to $500 or more per square foot. We provide a detailed estimate based on your plans and specifications so you know what to expect before we break ground.

How long does it take to build a new home in Los Angeles?

Most new home construction projects in Los Angeles take between 10 and 18 months from permits to move-in. A smaller single-story home around 1,500 to 2,000 square feet can be completed in 10 to 12 months. A larger custom home with 3,000 or more square feet, complex design, or hillside construction can take 14 to 18 months. The permit and approval process in LA can add 2 to 4 months before construction begins. We give you a realistic timeline upfront and keep you updated throughout the build.

Do I need permits for new construction in Los Angeles?

Yes, new construction in Los Angeles requires multiple permits including building permits, grading permits, plumbing, electrical, and mechanical permits. You also need plan check approval from the LA Department of Building and Safety. Depending on your lot, you may need additional approvals from the fire department, public works, or the coastal commission. We handle the entire permit process for you, from submitting plans to scheduling inspections.

What is the difference between a custom home and a spec home?

A custom home is built specifically for you based on your design preferences, floor plan, and material choices. You are involved in every decision from layout to finishes. A spec home is built by a developer or builder without a specific buyer in mind, using standard floor plans and finishes that appeal to a broad market. We build custom homes where you choose everything from the foundation type to the door hardware.

Can I get financing for new home construction?

Yes, most banks and lenders offer construction loans for new home builds. A construction loan works differently from a regular mortgage. The lender releases funds in stages as the project hits milestones like foundation, framing, and completion. Once the home is finished, the construction loan converts to a standard mortgage. We work with clients who have construction financing and can coordinate with your lender on draw schedules and inspections.

What do I need to know about my lot before building?

Before building, you need to know your lot zoning, setback requirements, maximum building height, floor area ratio (FAR), soil conditions, and utility access. In Los Angeles, hillside lots have additional regulations around grading, retaining walls, and fire safety. We can evaluate your lot and help you understand what is buildable before you invest in full architectural plans. If you already own the lot, we will do a site assessment as part of our initial consultation.

Related Services

We do more than new construction. Here are some other ways we can help.

New Construction in West Hills and the San Fernando Valley

If you are looking for a new construction contractor in West Hills, Woodland Hills, Calabasas, Encino, or anywhere in the San Fernando Valley, Luz Builders is the company homeowners trust. We have been building custom homes in this area for over 11 years. We know the local building codes, the permit process with LADBS, and the soil and terrain conditions that affect how homes are built out here.

New Construction Costs in Los Angeles: What to Expect

Building a new home in Los Angeles costs more than most other parts of the country. Labor rates are higher, permit fees are significant, and material costs reflect the Southern California market. Here is a rough breakdown of what to budget:

  • Standard single-story home (1,500 to 2,500 sq ft, standard finishes): $250 to $350 per sq ft
  • Mid-range custom home (2,500 to 3,500 sq ft, upgraded finishes): $350 to $450 per sq ft
  • High-end custom home (3,000+ sq ft, premium materials, complex design): $450 to $550+ per sq ft
  • Hillside or difficult lot construction: Add 15% to 30% for grading, retaining walls, and specialized foundation work

These numbers do not include land, architectural fees, or soft costs like permits and engineering. The best way to get an accurate number is to talk to us with your plans or your lot information. We give free estimates with a detailed cost breakdown.

Building Codes and Requirements in Los Angeles

Los Angeles has some of the strictest building codes in the country, and for good reason. Seismic requirements, fire safety, energy efficiency (Title 24), and accessibility standards all affect how a new home is designed and built. If your lot is in a hillside area, a fire zone, or near the coast, there are additional regulations that apply.

We have built homes across LA County and we know these codes inside and out. Our plans are designed to pass plan check the first time, and we coordinate all inspections so there are no delays during construction.

New Construction Trends in Los Angeles (2025-2026)

Here is what we are seeing homeowners request most often for new builds in the West Hills and Woodland Hills area:

  • Open floor plans with large kitchen islands that connect living, dining, and cooking spaces
  • Indoor-outdoor living with oversized sliding glass doors, covered patios, and outdoor kitchens
  • Energy-efficient construction with spray foam insulation, high-performance windows, and solar-ready roofing
  • Smart home integration with pre-wired structured wiring for lighting, security, audio, and climate control
  • Primary suites with spa bathrooms featuring walk-in showers, freestanding tubs, and heated floors
  • ADU-ready lots where homeowners plan for a future accessory dwelling unit from the start
  • Low-maintenance exteriors using fiber cement siding, standing seam metal accents, and drought-tolerant landscaping

We build whatever style you want. Modern, traditional, farmhouse, Mediterranean. Our job is to build your vision on time and on budget, not to push a specific look.
